Description
CeLeen, an operating firm of Command Holdings, is seeking a Management Analyst to support a DHS Client.
Responsibilities may include, but are not limited to:
- Evaluating processes for internal and external collaboration and communications strategies, identifying gaps and recommending improvements.
- Assisting the government in creating written products for dissemination to partners as well as reports and/or provide briefings to communicate results of these reviews and analyses to government officials.
- Assisting with developing strategies for analyzing, evaluating, and exploring new initiatives, technologies, and programs that support budgeting, financial reporting, and acquisition processes to meet emerging mission requirements.
- Supporting the implementation of policies and procedures across a broad range of CISA operational areas.
- Expanding the assigned branch presence and UAS security mission through social media and branding.
- Assisting with the identification and tracking of program metrics.
- Assist the client in tracking, coordinating, and submitting official taskings through the CISA Action Task Tracking system.
- Possess strong writing skills in order to synthesize complex concepts into actionable memos.
This position will end on or about March 27, 2026 with the possibility of extension.
Work Environment:
- Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
- Ability to sit at a computer terminal for an extended period of time.
Physical Demands:
- While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.

Travel:
- 0-10% / Minimal travel expected.

Requirements
Basic Qualifications
- Bachelor's degree.
- Must be able to obtain DHS Suitability.
- 3+ years of relevant, professional experience including all of the following:
- Demonstrated experience identifying policy gaps and making recommendations for improvement.
- Demonstrated experience assisting with developing strategies for analyzing, evaluating, and exploring new initiatives, technologies, and programs.
- Demonstrated experience in planning and development of strategic reports in support of long-term agency/organizational goals.
- Ability to have a high level of comfort with multitasking and rapidly shifting priorities.
- Outstanding communication skills, influencing abilities, and client focus.
- Demonstrated proficiency in using all Microsoft Office applications.
- Professional proficiency in English is required.

Preferred Qualifications
- Master's degree.
- Current, active DHS Suitability.
- Direct experience working in an R&D environment.
- Direct experience working within DHS.
