Duties
- You will work with a programmatic and technical team of civilians, military and contractors in the execution of financial management plans, procedures, and programs to facilitate the effective and efficient application of financial resources systems.
- You will develop execution documents/reports using available financial management systems and support program execution reviews, analyses, and appraisals of the various major operating and support programs.
- You will provide input for budget exhibits and budget justifications for submittal to the Navy Comptroller.
- You will support the development of top-level budget summaries during each budget cycle and support development and of the Program Objective Memorandum (POM).
- You will generate reports and data relative to status of funds, obligations, and expenditures and review accounting, budget execution, and financial management reports for financial integrity, timeliness, and accuracy of information.
- You will support preparation for and development of responses to external audits (e.g., Financial Management and Budget, Government Accountability Office).
- You will support evaluation and analysis of financial-related issues elevated by audit reports, budget reviews, etc. and provide inputs on corrective action and recommends alternatives.

- You will be required to obtain and maintain an interim and/or final Top Secret SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-11 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing integrated federal financial management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity for an organization.

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13.
This position is covered by the Department of Defense Priority Placement Program.
