Business Process Analyst

1. Purpose. The Defense Logistics Agency (DLA) Transformation Directorate requests support from the educational institution’s recruitment office to identify qualified candidates for a Business Process Transformation Analyst position within the DLA Transformation team. This role directly supports agency-wide modernization, innovation, and organizational improvement efforts.


2. Background. DLA Transformation leads initiatives that improve business processes, integrate emerging technologies, and advance enterprise-wide change management. To strengthen this mission, we seek academically strong, motivated candidates with demonstrated analytical ability, research capability, and interest in business process improvement and technology-driven transformation.


3. Position Overview. The Business Process Transformation Analyst (full performance level GS-11; developmental entry possible at GS-07/09) will support transformation initiatives through research, analysis, project management, and delivery of guidance and training materials. This position provides an excellent entry point for candidates pursuing careers in business analytics, process improvement, consulting, project management, and/or technology-enabled transformation.


4. Key Duties.
As a Program Analyst, the responsibilities will include:
• Conduct organizational studies and analyze business processes to support performance improvement and change management initiatives.
• Research emerging technologies and assess their potential to improve program effectiveness.
• Provide analytical and project management support, including monitoring project progress and preparing reports, briefings, and meeting documentation.
• Develop guidance materials, job aids, and training content to assist with the adoption of new tools, processes, and systems.

5. Requirements:

6. Qualifications:
To qualify for this position, the applicant's resume and supporting documentation must demonstrate that they meet the minimum qualifications. Candidates may qualify based on specialized experience, education in lieu of experience, or an equivalent combination of both, as detailed below:

GS-07
At least one year of specialized experience equivalent to the GS-05 level. This includes gathering and analyzing user requirements, researching emerging technologies, and supporting the creation of project-related materials like meeting minutes and status reports.
One full year of graduate-level education or superior academic achievement (3.0 GPA or higher).
A combination of qualifying specialized experience and education.


GS-09
At least one year of specialized experience equivalent to the GS-07 level. This includes conducting independent analyses of business processes, monitoring project progress, and developing guidance materials for end users.
A Master's degree or equivalent, or two full years of progressively higher-level graduate education leading to such a degree.
A combination of qualifying specialized experience and education.


GS-11
At least one year of specialized experience equivalent to the GS-09 level. This includes serving as a program expert on business process design, providing consultative support on process automation, and serving as a primary consultant for transformation initiatives.
A Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree.
A combination of qualifying specialized experience and education.

7. Candidate Profile:
