Financial Manager

As part of the Department of the Comptroller, you will take ownership of the governmental and fiduciary funds for the County. Under the direction of the Accounting Bureau Chief, your expertise in accounting and reporting, as a Financial Manager, will ensure that financial statements are prepared in a timely and accurate manner. You will manage the overall financial activities of various funds within our organization; the leadership you provide will support the accounting team and ensure work meets established deadlines and standards while complying with all laws and regulations. You will greatly impact the County’s debt portfolio and ability to make rational debt obligation decisions.

 

Essential Duties

  • Support various accounting and record keeping including analyzing financial actions and preparing recommendations. Coordinate in the preparation of the County’s Annual Comprehensive Financial Report (ACFR), Credit Rating presentation, Preliminary Offering Statement (POS), Offering Statement (OS), and Uniform Financial Report (UFR).
  • Lead detailed analysis of investment data and bond expenditures. Prepare schedules, exhibits, statistical data and reports.
  • Consult with the County’s Financial Advisor and Bond Counsel to issue general obligation bonds and track capital expenditures.
  • Analyze financial plans, acquisition activity, trended future requirements, and operating forecasts. Prepare recommendations and present to management.
  • Lead the review of impact fees, landfill fees, septage rates, water and sewer rates to make recommendations to develop appropriate rates.
  • Manage the overall direction, coordination, and evaluation of governmental and fiduciary funds for the County. Supervise and support accounting staff responsible for the various funds while monitoring the quality of their work.
  • Determine work procedures and prepare work schedules to expedite workflow for the accounting team.
  • Maintain up-to-date knowledge of accounting practices and complete required continuing education training
  • Maintain knowledge of and comply with all GASB Statement review and implementation as it relates to the County's ACFR.
  • Review budgets for the office. Recommend reallocating resources when necessary.
  • Implement standards developed in coordination with peers through policies, procedures, and work schedules. Lead team training to reinforce integrity, ethics, and use of best practices.
  • Encourage collaboration and support team members work and development through mentorship. Build and maintain a welcoming workplace.
  • Maintain transparent communication to support flow of information in the organization.
  • Lead team operation to meet standards set in Federal, State, and local laws. Partner with legal counsel to ensure policies, procedures, and practices follow applicable Carroll County ordinances.
  • May perform additional duties in supervisor’s absence.

You Might Be a Good Fit If

Education and Experience

  • Bachelor's degree in finance or a related field
  • Five or more years of related experience
  • Three or more years of supervisory experience or demonstrated ability to perform supervisory duties.
  • A comparable amount of education and experience may be substituted for the minimum requirement.

Preferred

  • Certified Public Finance Officer (CPFO), Debt Management
  • Certified Public Finance Officer (CPFO), Accounting and Financial Reporting

 

Additional Information

  • May be required to work outside of standard hours.
  • Requires criminal background check as condition of employment.
